Digital Passports and Regulatory Compliance

Introduction
The fashion industry is experiencing a big shift in sustainability demands, regulatory pressure, and technological innovation to change how products are made, tracked, and sold. One of the most impactful new tools behind this is the Digital Product Passport (DPP), which is a digital record that stores and shares information about a product’s materials, origin, manufacturing processes, and lifecycle. DPPs improve visibility and traceability in global supply chains and help companies meet constantly changing regulatory requirements while also responding to growing demand for responsibility for their actions. Because of environmental concerns, brands are moving to digital tracking systems to monitor products from production through end-of-life, but the implementation of DPPs varies across areas. This paper looks at the development of Digital Product Passports within the fashion industry, explores how they are currently used and regulated in different areas, and evaluates their future impact on global trade, sustainability, and supply chain visibility.
The History of Digital Passports and Their Effect on The Industry Today
The industry has reached the point of using digital passports simply through technological evolution. What was once a long chain of paperwork has now become more efficient and less time-consuming. Digital Passports are digital artifacts that capture and share essential product data across organizational boundaries (Digital Product Passports, 2026). Essentially coming to fruition to help make the product tracking process easier for everyone involved, including the development, tracking, and management teams. There are still many advances to be made to the electronic system, but it is coming to life with endless possibilities. Digital product passports are being developed to gain credibility for consumers as well, serving as a product’s open book. Any information needed will ideally be included in the Digital passport. An example of this is providing traceable and accessible information about the product’s life cycle, including its origin, composition, and sustainability impacts (Walden et al., 2021). This shows the immense potential and amount of information that can be found in one place. Where there is good, there is always bad, though, like how this information could be harmful if landed in the wrong hands, as digital product passports have various organized, social, and technical consequences (Schroomann et al., 2025).
The Digital product passport is still on its journey, but it will not be long before it takes off. Digital product passports (DPPs) were not adopted randomly by the fashion industry; they were a direct result of rapid technological development and the complexity of supply chains. Prior to this, it was more difficult to correctly track things and maintain organization because everything depended on paperwork or scattered systems. Brands needed something quicker and more dependable as they began collaborating with more international suppliers, which is where DPPs came in. They essentially serve as shared digital records that provide the Easy Exchange of information across all parties involved, from production to retail, according to Digital product passports (2026). This was also made possible by new technologies like blockchain and Cloud systems, which provide safe data storage and cross-platform access. (International Journal of Scientific Research in Science and Technology, 2025). DPPs are currently beginning to transform the business by increasing corporate transparency and accountability.
In addition to building trust among customers, brands are expected to give straightforward and in-depth details about their products, which increases the pressure on businesses to truly adhere to ethical and sustainable business practices. However, there are also issues, such as the expense of putting these systems into place, worries about data security, and the fact that not all businesses are ready to employ them. Despite this, DPPs or without a doubt drive the industry to watch and learn while considering sustainability.
Recent Updates in a Geographical Context
Digital Product Passports have a huge influence on how supply chains move geographically and are reshaping how countries operate supply chains. In the European Union, digital product passports are set to become required for a variety of product categories. This law comes from the Ecodesign for Sustainable Products Regulation (ESPR), which was passed by EU legislation. Since the goal of using this technology is to bring more transparency throughout supply chains, it would bring great benefit to have it regulated throughout the entire system. In the article Digital Product Passports, the authors make the valuable statement that this “reduces traditional barriers to data sharing but also imposes obligations on firms to provide standardized, high-quality, and auditable data” (Petrik et al., 2026). Although making this mandatory puts more pressure on companies to have quality data, it is also very rewarding for easy traceability and clear information regarding products.
One of the main efforts behind this law is to increase sustainability across the entire supply chain. This allows companies to see the entire lifecycle of a product and encourages them to reuse/recycle. The European Union is especially interested in this because geographically, they have limited natural resources. It is more expensive and challenging for them to create new products, so having these digital product passports will provide companies with new opportunities. While the European Union is ready for the future of digital product passports, some countries are still unsure and aren’t ready for the changing times. Made in Italy is often thought of as true craftsmanship, but with the use of digital product passports, consumers are realizing that these products are not handled start to finish in Italy; in some cases, they barely even pass through the country. Qualitative semi-structured interviews with Italian fashion companies and consultants were analyzed using thematic coding to explore blockchain’s impact on supply chain traceability (Acciai E, Pérez-Bou S, 2026)
There is also the issue that many of the countries where manufacturing takes place applying digital product passports seem like nauseants, and parts of the fashion industry are lacking the understanding of DPPs advantages. One place that specifically deals with commitment issues is India. This is largely caused by a lack of standardized protocols, which the Indian government has yet to address. Manufacturing companies believe that it is the brand’s responsibility to determine how to convey content to the customer (Sustainability, 2024). So, while some companies and countries are taking longer to adapt to the future, it will not be long before every company adopts digital product passports.
Future of Digital Passports.
The implementation of digital product passports will become an industry standard around the world as such a system enhances customer experience and promotes sustainable practices. As digital product passports become more prevalent in the industry, consumers can become more informed about a product’s origin and details, resulting in a heightened sense of personal connection and company clarity during the shopping process (Women’s Wear Daily, 2024). As correlations exist with the use of digital passports and positive brand images, companies that do not implement DPPs will fall behind within the fashion world.
One of the biggest reasons DPPs on merchandise will become a requirement is due to their sustainable features. Digital product passports have been deemed to inflict longer lifecycles for products, as well as lower material waste (Women’s Wear Daily, 2024). While companies have been incorporating digital passports voluntarily thus far, soon mandatory regulations set by governing bodies will require the use of DPP within the supply chain. This can be recently observed in Europe, as the ESPR administered guidelines on sustainability, which ultimately led corporations to include digital product passports to meet the set standards (Al-Sabban, Agrawal & etc., 2026). Women’s Wear Daily reports further on this development, noting that the European Union will require digital product passports for almost all products by 2027 (Women’s Wear Daily, 2024).
In addition to compliance and sustainability, digital product passports give new opportunities for innovation in consumer engagement and purchase experiences. Brands will be able to include features such as resale authentication, repair guidance, and recycling instructions directly in the passport. This will strengthen the relationship between the consumer and the product after purchase. Transparency and traceability are significant aspects of product resale and secondhand markets. Based on research, second-hand luxury markets face authenticity issues due to a lack of tamper-proof verification software and limited information (Gösken 2025). This has created doubt among consumers and increased the risk of counterfeits (Gösken 2025). Digital product passports help bridge this gap by providing a verified, traceable product history that reduces uncertainty and protects consumers from counterfeit goods.
By using digital product passports, it helps maintain brand authenticity after the purchase, which is usually weakened by resale markets and the legal constraints of the exhaustion doctrine (Gösken 2025). The industry has even reported that product passports are already gaining traction and about two out of five fashion companies are using or plan to use them to help boost transparency and sustainability (Alves 2022). Overall, digital product passports bring significant advantages and bridge issues that brands face. They have already begun to be used by many companies and will continue to grow.
Conclusion
The rise of Digital Product Passports is a true turning point in the modern fashion industry, where visibility, sustainability, and regulatory compliance are no longer optional but expected. As looked at throughout this paper, DPPs have been developed in response to increasingly difficult global supply chains and growing pressure from consumers and governments for greater responsibility. Places like the European Union are trailblazers in regulations like the ESPR, but other areas are still figuring out challenges related to implementation, cost, and standardization. Despite these differences, the overall goal is that Digital Product Passports are a global standard. In the future, their impact will go beyond compliance and transform how brands interact with their products even after the initial purchase. Although there are still issues, the continued improvements of DPPs will play a big role in creating a more transparent, responsible, and innovative fashion industry.
